There is a great op ed in todays NYT that talks to lowering the balances outstanding in underwater housing to give home ownership a chance again as well as a chance for banks to recoup more of their money and stop the foreclosure wave. Many folks opposed because of moral hazard reason but authors point to stabilizing neighborhoods as more important than your more reckless or just unlucky neighbor getting a break you dont get.
