How could he lose if the republican majorities in the house and senate supported him? Even a filibuster would have failed the democrats.

Honestly, the "Bush tried but failed" argument has been tried in a number of areas lately. If the republicans rejected Bush's efforts, that, too, goes to the heart of the problem with the republican party...and perhaps not Mr. Bush.

(Maybe he should have pushed them around a bit more).
