There are several reasons for the level of short interest in a stock. No doubt, the institutional players are setting up the stage around the sequence of events in the stock. A stock would die and stay dead if the company had no chance of attacting buyers. I think VVUS attracts alot of attention because of the potential profits. The past two weeks demonstrates how much many there is to be made both in the up and down directions of this stock.

It's like a spigot they can open and close at specific times to fill up their profit water barrels. The block trades can go in or out and they continue to make money!
