Yes it is.

EXCEPT when (as is the case right now) the DECLINE in the amount of money in circulation in the economy (because of the contraction in leverage in the banking and financial system) greatly *exceeds* the amount of liquidity that the government has produced.

LESS money is currently in the economy, not more.
