I supported the *concept* of allowing our Presidents to strike out itemized programs from our overly-massive modern appropriations bills --- although I was FAIRLY CERTAIN when it was first passed that the earlier law would be struck down by the courts. (And, of course, it WAS.)

I am CERTAIN that --- if this latest attempt pass, is enacted into law by Congress and signed by the President --- that numerous federal lawsuits will IMMEDIATELY be filed.

And, the new law will most likely be STAYED until the Supreme Court rules on it.

(However, the authors of this legislation believe they have successfully overcome the constitutional objections that the courts had with the earlier version... and I believe - after looking at the proposed new law - that it would have a very good chance of being upheld.)
