No.

A DIFFERENT LAW was held to be unconstitutional by the Supreme Court.

This new proposed law is *specifically addressed* to over-come what the Courts found objectionable in the earlier one.

(Obviously however... if and when this new Line Item Veto law is passed, it will *immediately* be challenged. Ultimately the Courts will have to answer whether it is permissible or not.)
