That "EXPLOSIVE" video is grotesquely distorted to spread fear. Look how the subtitles completely skew what's actually being said.
It even altered your interpretation
Reich never said anything like this, as you wrote:

Don't use taxpayer money to help anyone whose skin is white

He spoke of the need to make sure that the jobs don't JUST/EXCLUSIVELY go to the white male groups. That was considered to be a problem in the past.

I didn't see his statement as being racist, but rather an opinion which many would agree with in whole or in part. I personally find the statement to be outdated and untrue. While there are still plenty of walls in the workplace; minorities, women, and chronically unemployed have many more opportunities than they have in the past. The election should have put the first two to rest. And the 2000 election showed even a loser like Bush, who would have been on unemployment without Sr, was able to get work.
