Most "criminals" fall into two categories:

1). Those who do it for the money

2). Those who do it for power or pleasure

In the first instance we have drug dealers at various levels of enterprise. They don't deal because they are "bad" people (although they might be). They do it because there is money in it. Once they are convicted and released they generally do more of it because they have better connections and because other avenues of employment are even less accessible and because their psychological separation from the larger society is now become more or less complete.

I don't mention the lawyer or the prostitute buying the drugs because they have done nothing that should be considered as criminal. If the Government would regulate the supply for the demand of drugs, prostitution, etc. (as they do with liquor and cigarettes) these sellers would need to be regulated (such as wine stores are in Canada) or go to work for the Sales Department of a Government Drug Store if they are that attached to the life of sales. Certainly, the Government would have little difficulty in supplying sufficient prostitutes to meet the demand of the rutting males.

As to those who practice violence for power or pleasure, there is no solution other than constant vigilance and (regrettably) the police. There is some satisfaction, however, in that these bastards who run into severely damaged police officers in this instance will get more or less of what they deserve and vice versa.

I have often said that people who choose values opposed to the comfort and safety of the larger society ought to be resettled on arable land and given a free knife to take in with them. They can then enjoy the life and values they have chosen and can sleep with the wariness and anxiety of knowing that their own kind are stalking them or thinking about stalking them.

There would need to be more than one such settlement as the group of "anti-society" is not homogeneous. Cannibals could perhaps be settled apart from people writing bad cheques.

No costs for food, programs, mattresses, universal gyms. etc. etc. Just a guard with a good rifle or two (and some grenades) every half mile around the perimeter. Or maybe just a good fence coated with castor seeds with warnings written in 78 languages including pig latin.

And all the prostitutes would remain on the outside where they belong and where they are valued...
