I don't know that he isn't. I also know that Geithner doesn't have a full staff. There are challenges to changing things, especially with the GOP wanting to block anything the Dems do, for fear the Dems may get credit for fixing the economy, while the GOP is left with America blaming them for the economic problems we now face. Obama is facing a challenge more difficult to solve than 9/11.
