Its a minor obstacle. One or two or three liberal-moderate Republicans can be counted on to defect. Then you can claim "the Republicans" are on board.

So the GOP is just as reponsible for the 800 billion porkulus as the Democrats because 3 Senators defected. Bull.

Thats an example of the filibuster being used rhetorically as a means to deny the Democrats responsibility. RW here's the link you wanted.
