That's a suspect ranking, as well. You need to look more closely at it to draw conclusions if for no other reason than different countries count live births differently. It's also important to recognize that deaths are not all a function of the health care system. If someone leaves a baby in the backseat of a car in the summer or if a baby is eaten by a lion, you can hardly attribute that death to the health care system.
