Reagan generally reduced targeted credits and loopholes. He cut rates a lot instead.

ONLY MONEY THAT GETS APPROPRIATED AND THEN SPENT should be called 'spending'...

If the government gives you a negative tax liability and then sends you a check, its spending money on you whether or not its ever been appropriated.

By your definition we could run every transfer payment through the tax system, and greatly reduce government spending, but really there would be no such reduction. We might even be able to run the whole government that way, and then according to you the government would be spending nothing...
