The difference won't be so huge for most of the tax cuts in the past 30 years or before that.

Most of them where predominately real tax cuts, reducing the income tax liability of people who actually pay tax. They may have been "targeted tax cuts", rather than always being rate cuts, but even these can be real cuts, if not the best type. But giving a tax refund check to someone who doesn't pay income taxes, isn't a tax cut. A negative income tax, is just a different form of spending. And that's not new-speak, its not a new idea, and its just recognizing reality.
