It would be an interesting speculation as to who would sell. The buyers for a USA one would be lined up around the block. Citizenship would be good for a normal lifetime starting at age of consent, say age 21 for sale purposes. It would do you little good to buy one from an old fart like me.

Robert Heinlein, the SF writer, was an advocate of graded citizen rights. For instance, only those that who had served in the military could vote.

Would racism come into the picture? New Zealand ones would probably be restricted to Caucasians. Otherwise, you would become "Asia South."
