Whether negotiations DIRECTLY benefit America or NOT (odds are probably low, but not dismissible....)

REGARDLESS, America will benefit in public opinion simply by being perceived as having 'tried' for peace.

And, as the 'little Red Book' taught: revolutionaries are like FISH... the water that they swim in is the local population.

If even some small proportion of the local populatioin can be induced to become more intolerant of the most radical of the Tali. fundamentalists --- then the US will have won a victory that we do not have in our grasp right now.

Actually, history supports BOTH of us! (There is AMPLE historical evidence for *both* possible outcomes. :-)
