You're right. My words do seem to convey the wrong impression.

Even if said teachers were paid $200K/year, it would not make up for the backwards working conditions and horrible learning environment.

Hence throwing money at the problem isn't going to help. Instead, it just entrenches the teachers unions and the politicians even more. Time for the public to demand higher standards of governance.
