Well... the 'architect' was, and still is, a big fan of soft-pedaling immigration issues --- the better so as to be able to attract the rising Hispanic population to the GOP's banner.

Sound demographic advice for the GOP... but somewhere along the way the memo seems to have been misdirected. :-)
