You almost got it. To complete the picture read the OTHER article
in Barrons by John Makin. He does not have an axe to grind.

To wit:Possible overcapacity in Asia, definite overcapacity
in Japan, and unknown capacity in China. If overcapacity also
exists in Asia and China, then we will feel it in the West just
as Japan has.

Low interest rates.

NO CAPITAL INVESTMENT.

General decline in everything as already experienced by Japan
from the high of their market.
