You can wash the outer edges of a chunk of meat and the unexposed meat is safe.

I may be wrong but I don't think that is right. In fact unless your water and bleach is over 165° I believe all you are doing is spreading your salmonella around your kitchen. Saw a special on this once upon a time and the cook that did not wash their chicken but just put it on it's pan and cooked it had much less salmonella around their kitchen then the clean freaks for this very reason.

That said salmonella really isn't an issue unless you are weakened in some manner. If healthy with a healthy immune system it isn't a big deal.

Back to the meat though I would think nuking it for some period would probably be effective but I'm just guessing.

Edit and with that all said eating raw hamburger is really not uncommon at least with folks I know. Tartare is served all the time. So have at it and enjoy:)
