Part of it is the desire to hold on to any fact that might make your arguments look good whether or not its relevant, but I don't think its all or even mostly intellectual dishonesty of that type.

There's also the tendency to use whatever data you have available to make whatever point you want to make whether or not your data is on point because those data are all you've got. It's rather like looking for your car keys under the street lamp because that's the only place you can see to look.

We really don't have a sound basis for comparing countries on health let alone on health insurance systems let alone on health care. And even if we did, we still wouldn't know how that system would be influenced by a different environment, our own. We can look at certain features and see how they played out in their home country and learn from that. That's about all we can legitimately do with the data.
