You're envisioning the US using the same amount we produce. That means you envision no drop in domestic production. No, that would not be a withering of the domestic industry.

Now of course in reality Obama's and the Democratic tax and environmental policies will almost certainly cause a shrinkage of the domestic oil industry over time.
