No, it has to do with the membership at the time it is published. Just read the report, which you clearly haven't done. Pay particular attention to the members who were involved in it.

Look, the Republicans refused to put the report together while they were in power. They could have easily done it and got their side presented. Yet, they sat on it, probably because they realized it would have been too obviously spun.

As you say, there go the goalposts.

The reality is that the Rs remarks in the report totally discredit the Ds. Any rational person who reads it can see that the Ds were totally onboard until things didn't go well.
