If cached is dumped. Are you saying stored or dumped into oblivion?
In either case, slow skinny straw speeds does clog the pipe since
data needs to be cached. And ADSL high speed straws could help
lessen caching burden. Of course this is assuming ADSL data
requirments is the same as life before ADSL.
