I would think a hurricane would disperse the radioactive material too much for the terrorist attack to be effective. Instead of contaminating a small to moderate sized area, you effectively do almost nothing to very large area, unless you just have some incredible amount of extremely effective radioactive material, or perhaps you have a poorly designed nuclear bomb, that fissiles out, producing much less blast then expected, but still producing a lot of fallout which the hurricane helps distribute.

Generally it seems like an odd threat to spend much time worrying about.
