I keep forgetting .. The US government is one of the largest importers of illegal drugs into the US. Remember that Iran Contra thing? One leg of that swap involved a cargo plane load of Cocaine for the street gangs of LA. Everyone seems to like to forget that. The CIA has been running drugs into the US since WW2. Heroin cocaine opium .. it's been going on for decades.
