No it's not... congress funds.

That's pretty much wrong. The budget gets passed by congress, but it gets signed by the president. If it was passed over his veto maybe you'd have a point but it wasn't.

Also more to the point the executive order was what blocked federal funding of abortion. Congress could have overwritten the executive order with a law, but they didn't, Obama removed the block.

The WHOLE POINT of lifting the ban is lack of coherence in the original ban.

The real original ban was very coherent. No federal funding for this type of research at all. Bush made a more complex ban later.

Creating demand for embyo's is NOT an issue in the debate at all

You can try to argue that it being in the debate is misguided, but its definitely an issue in the debate.
