How can they make a promise to pay them at the beginning of 2008 before they had made even one trade?

I don't know the details but normally at the beginning of the year the contract says you will be paid a commission for every profitable trade, the insurance salesmen get a contract that gives them a bonus for selling a certain amount of policies, etc.

From the article, it didn't sound like that was the setup but I am not sure.
