Its not idiotic at all.

If you increase the cost of industries that emit a lot of CO2, than such industries move to other locations. Unless you can get China and other developing countries to accept significant extra costs for these industries (good luck with that), then you will just drive these industries elsewhere.

And in the process probably cause them to emit more pollution (lower pollution controls in these places), and maybe even more CO2.
