It wouldn't take much of a genius to aggregate all these forces under one command, and presto: A huge federal civilian police force. Agree....Great thought. A few years ago I was invited to spend a day on the FBI Range near Charlotte. I think the range may actually be shared with the NC, Mecklenburg County Sheriff. Fired all the FBI guns, watched FBI SWAT Team attack a shoot house, and got several briefings. The briefing that I've never forgotten was by the Special Agent in charge of NC FBI Intel. She told us she coordinates info with over 30 other US government agencies who do the same thing. Consolidating that effort would make a helluva nucleus for your idea.
