Dodd confessed. He (or his staffers with his knowledge) put the language allowing bonuses back in at Obama's Treasury Dept's request. That means at Geithner's request.

So they both knew all about it and approved at the time the stimulus bill was being completed.

When did Obama know and what did he know? I can't say for 100% certain. But I think all the outrage from Washington we've heard is fakery.
