Increasing social spending programs does not mean gov't jobs will increase, but if they did, so what. No, but it is growing government. I never read where you complained when Bush grew the gov't payroll the fastest in the past 15 years. Bush faced more challenges than any president since FDR. So, if he "grew the gov't payroll" there is at least a reason for it.
