am opposed to this on principal because its retroactive. There should have been penalties in place before the bonuses and penalties should apply going forward. Voluntary recapture of money already paid out is all that should be allowable. This deserves a senate fillibuster and/or a presidential veto because this violates the constitution, (i think).
