I'm not a Constitutional Lawyer, nor do I play one on TV, but I think that both the Bill of Attainder as well as the Ex Post Facto references in the Constitution pertain to criminal law not civil law... I think this tax thing that the House is cooking up is more a civil thing.

SCOTUS may very well review and determine that this is unconstitutional, but I think precedent already exists that they'd have to overturn...
