"Its violates the US Constitution and is clearly illegal to boot..." In what way? Congress pretty routinely passes legislation with a set of conditions that single out a small group or even an individual for special treatment. Personally, I think this is stupid. Because it will wind up in court and waste time. It will be interesting if it is declared unconstitutional, though.
