Don't try to make something of the term it isn't.

In the US, bills of attainder and ex post facto law is treated essentially identically and, in effect, are treated in the same sentence in the Constitution.

The term "Bill of Attainder" technically refers to a declaration of guilt without a trial, which is essentially what the president has done WRT to these bonuses. But if you don't like that term, simply substitute the concept of ex post facto law, which is wrong, wrong, wrong.

To pass a law that is confiscatory because of a vendetta against a small group of people is a highly dangerous precedent and one that cannot possibly be upheld in the Supreme Court (unless Obama is successful in packing the court before a Writ of Certiorari is allowed.
