Your point is exactly the one I think the author missed....if the companies have employees who come up with great, innovative ideas, those ideas should result in profits....those profits should allow the company to pay back Uncle Sam faster....(win, win for all involved), then the cap comes off after the bailout is repaid and bonuses through the roof!
