"What is the solution? Does anyone know even at this late date?"

The government may end up preserving hunkering banks that won't lend to anyone that needs money, but be too broke to feed, clothe and house ordinary citizens that fall by the wayside. Eventually we'll find the bottom and crawl back up. Life as we know it is over. Hire Wayne as a life coach.

I've had an idea I've been mulling lately. Remember the "micro-lending" websites that were in the news? Where ordinary people with a few extra bucks might lend them to some aspirational mud-hutter that wanted to open a lemonade stand? These people weren't asked for their credit rating, and the default rate was incredibly low.

Why not do THAT with Americans that can't get a loan? F*ck the banks!
