But where's the path from what's going on now to that point? I think money needs to go to the smaller banks which really are willing to lend.

From our 'business' (not consumer) experience the samller banks are not willing to lend. Two credit unions and 3 small banks were taken over by the FDIC on Friday.

A Citi or BAC probably has the potential to lend as much as all the small banks put together.
