How did the O administration permit these bonuses if the contracts were written in 2008?
I've been reading conflicting stories as to whether they've even been paid out- or if they were, when?

I thought the stimulus bill mentioned was unrelated and independent of the bank bail-out or the second tranche of 350 billion?
Must I go read all 1000+ pages?
