The Canadians are joiners.
They love to join groups.
They will never initiate any action, but will follow the lead of others.
In this way they feel a part of the world community, at least in their minds.
They are very afraid of being a small part of the large shadow cast across their southern border.
So they join.

Not a complaint, just an observation.
