The answer to your first question is unfortunately not yet. I have plans to make it work as a Java applet in the latest versions of Netscrape and Internet Exploder soon. The latest versions of these browsers support the latest Java (JDK 1.1) and are definitly available for Windows 3.1.

Right now it only works as a Java application. This requires Java runtime libraries/interpreter. Runtimes for Windows 95/NT and Solaris
are available from Sun. Apple probably has one for the Macintosh.
I haven't been able to find a runtime environment for Windows 3.1.
Web browsers have it built it so I'm kinda surprised that one isn't available. I guess it's Microsofts hint to say upgrade! I'll do a little more surfing tonight to see if I can find one.

Installation is a pain right now, because I tell you to find a Java 1.1 runtime (I do make the links to Sun available) and install it.
The Java development tool I use has it's runtime libraries (.zip files which you don't uncompress). My code is pretty light (~30k).
