Does "smart diplomacy" involve knowing who the current President of France is?

Obama just sent a letter to Chirac looking forward to working with him the next four years. Sarkozy is the current President of France and he took office in May 2007. But Obama's been pretty busy the last few years so you can imagine he didn't pay much attention to European election issues. Obama even shook Sarkozy's hand in a campaign visit to Europe, but he was probably tired, you know how draining campaigning is, and apparently didn't remember the name of the guy he met.

You can't really. Bush, wouldn't have because he had smart people working for him, like Rice etc. Apparently the Obama administration has no smart people working in foreign affairs. That would explain Hillary's bone-headed mistake with that gag button gift to Russia as well as Obama's gift of unuseable (in Europe) DVD's to Gordon Brown.
