The Taliban started out as a student movement (thus the name which translates literally to "students") comprised partially of Pashtuns (some from Afghanistan but primarily western Pakistan) but includes people from other countries in the ME and even Sudan and other African countries.

Those who were from Afghanistan were predominantly refugees who ended up on the other side of the border.
