The entire program should be halted. Why are we, in our poor condition sending free condoms abroad. To hell with those people if they can't maintain healthy sexual precautions.

I am certain dumping condoms there give people little use with the exception of water proofing containers to carry water etc.

Sending tupperware would have saved more lives.
