It's a novel. It covers many subjects not just the shenanigans that went on in the back offices of Wall Street. There were many whistle-blowers, many complaints and the SEC either ignored or couldn't deal with all of them. He handled many complaints while serving on the NASD. Look at that one guy who kept complaining about Madoff for years and was ignored.
