Rather than trying to force pharmaceuetical providers to do R&D without compensation a better approach would be to attach an export tax on all prescriptions drugs that are more costly in the US than the destination.

I think it might be possible to do something with the amount of time given for a patent that would modify the behavior in some way. I'm not sure how you go about it legally.

One could argue that the more "cost recovery" they get from outside the US, the shorter their patent in the US should be. If a drug is sold only in the US they get extended patent protection for it, which provides SOME insurance they are able to recover the R&D cost. But if they want to sell the same drug all around the world, where the market requires it to be sold for less money, then their US patent could be shorter, effectively "forcing" them to consider those profit margins as part of cost recovery.

Sounds like a formula for an insanely unmanageable bit of legislation, but that MIGHT be a way to get fairer treatment for US. Also, perhaps a manufacturer could "buy" a longer patent with price cuts in the drugs covered by the patent.

Everyone agrees that it isn't fair, but neither is it fair that we (US residents) have a much higher standard of living than pretty much everyone else in the world.
