Unfortunately, there were no opportunities that presented for the new Bush administration to have stopped 9/11.

Very convenient...but historically revisionist...bush was so concerned with AQ that he was fighting the USSR...why not...he was fighting the wrong enemy after 911, so how can one be surprised for taking on the wrong enemy before 911. Truth is Bush hadn't a clue...he was manipulated by people he himself chose to surround himself with. Richard Pearle said of him that he was a blank page...he knew nothing...in other words he could be made to do most anything on almost any topic...energy (cheney), foreign policy (the neocon doctrine), all sounded good in the absence of organic beliefs.
