Nadine - the budget approach is clear. He wants his programs NOW. How they are paid for will be a subject for the future. For now all he wants is a sufficient fig leaf of fiscal responsibility to get his programs passed NOW. More of the welfare state for free CRAP! I suspect Obama believes, not without reason, that it is now or never for his major programs. So he has opted for all or nothing. L'audace, l'audace, toujours l'audace
