As I explained here yesterday it is being counted in Obama's budget SOLELY as a way to trick the American people. By eliminating consistency in treatment within the president's proposal they have been able to claim that the budget was "cut" when in fact it was increased hugely. It is accounting trickery for the ignorant. That I have pointed it out here multiple times and you are still confused is evidence.
