Sounds like a sick joke -- it will never work.

GZ, isn't the scheme Politically Incorrect because it requires profiling poor dope fiends -- it is farcical. If they jailed them and sent them to rehab or out to work on a chain gang building the border fencing then perhaps it would accomplish something.

What the Hell will they do when these same bums begin to join the starving homeless ranks, send them all to Harvard?
